Why can I see the packet in XCTU but not through a serial console?

I am sending using a serial console to send the ZDO request for the LQI neighbor table (0x0031). I do not receive the response. When I send the exact same packet using XCTU I am able to see the response.

I have tried setting AO to 0x01.

Is there additional settings I am missing to interact with the XBee module directly from a serial console?

make sure that your serial console is using sample serial connection settings that XCTU is configured on viz. baud rate, flow control, data bits, parity and stop bits.

I am able to see other packets via my serial console. It is only the ZDO packets that do not come through the console.

Does XCTU do anything special in regards to communication with the XBee or is it also sending commands via serial?
